A ghost settlement outside Panorama has roads, light poles, water wells, a basketball court, but no houses. A crazy residential- and environmental story, which started in the 80s.

In 1984, the company “Kissos” was founded, a scheme in which the then community of Hortiatis (today’s Municipality of Pylaia-Hortiatis) and the construction cooperative of TEE Engineers participated. The following year, with court decisions, the area was classified as grassland, and two Presidential Decrees followed, which gave the impetus for its urban development.

At the end of the 80s, the infrastructure works that exist to this day were done. The reactions of ecological groups followed, and the signature of the Minister of PECHODE was never included, with the result that in 1995 the area was reclassified as forest-reforestation. In the meantime, three building permits had already been issued, which are still pending today at the Council of State.
